Ran out of gas whilst on the public highway. Watch it unfold. After the police left he drove the car away and returned a time later and parked it in a resident's bay. Soon afterwards he took the car back onto the public highway and returned almost immediately. This after having told the police he did not drive the car. A big porkie that one.
