Captain Picard is covertly summoned to a secret meeting on planet Dytallix-B, arranged by three Starfleet captains and hosted by Captain Walker Keel, a close friend from Picard's days as a young officer. Keel informs Picard that he and the others have noticed behavioural changes in high ranking officials at Starfleet Command as well as the frequent issue of irrational orders. Picard's knee jerk reaction is one of skepticism however he experiences a change of heart when hours after his meeting, Captain Keel's starship is discovered having been destroyed.
In pursuit of an objective point of view, Picard breaks his secrecy to Counselor Troi regarding what had transpired on Dytallix-B.
