I wasted 2 seconds at the end. Having the RC Baron doesn't let you see the red markers that are too far from it and I unfortunately missed the one that completes this mission.
The RC Baron allows you to go through the wood fence without needing to break it, and leave a Packer to help you go over the wall in Ganton. As you wont need to keep a vehicle glitching Loco Low's garage door to exit it, you can use the Packer as the extra vehicle kept in memory instead.
Since you cannot exit vehicles while you have the RC Baron somewhere, I used the Las Venturas gym teleport (is the only gym that teleports only CJ and let the vehicle stay where it is). Before teleporting, make sure you are holding the exit vehicle key, and stay holding it until you open the parachute and CJ is falling from the sky, or CJ may get stuck in parachute animation.
It teleports you very high in the sky above Fern Ridge. After that you have only 3 minutes before the Packer disappears. I since the Baron makes no vehicle spawn around, Ithink that the only way you reach Madd Dogg's mansion in time before the Packer is gone, is by having the special parachute ability from Breaking Bank at Caligula's:

The setup for this is really long, so I think for now I wont try togo for better times, but I think at least 37 seconds should be possible. I might still make a video showing how to do it, because the process is not very intuitive.
