This ability is kept even after saving and loading your game.
While you have this ability you will not die while falling with the parachute, like you normally would. Also, CJ will go forward much faster, and will fall much slower.
I tested this on PC. I dont know if this same mission combination will work on other platforms. Other platform may require a different mission combination.
The video is long, but what I do here is quite simple. I just start Breaking the Bank at Caligula's with OM0, progress up to the part I need to grab the parachute, then I start Kickstart. Doing this give a permanent yellow blip. I think the only way to avoid it, is by having temporary blips before starting the mission.
Be careful not to go to the Stadium on Mondays or Wednesdays or you will start Dirt Track instead which crashes the game. This is the reason I saved 4 times, to get to Tuesday.
If you start the test from Pilot school, parachute on target, you lose this ability. Also, you lose the ability to use mod garages by doing this trick, but you can regain it by starting any race.
I dont know many missions that this ability could be useful, maybe A Home in the Hills. Maybe it could be also be combined with the Monster launching method done by XrL:
