The plants are reburied in the potting mix to allow roots to develop along the stem. This fixes the plant into a much more compact and sturdy position and gives it much greater root mass.
You have to take care to watch the seedlings and not leave them in these cells too long, plants that become stressed by being too root bound will switch over to tuberizing very early and you will not be able to get a true sense of their potential as this will stunt them into remaining tiny.
