After winning the Insect Badge from Burgh, Rosa heals up her Pokémon and prepares to depart from Castelia City. However, before she can leave, she is met by the man she saw in the Castelia Sewers; A scientist by the name of Colress, who is researching how to bring out the power of Pokémon. He appears to take quite an interest in Rosa's Pokémon, and aims to battle her to further his research.
