I stumbled across this tool and was immediately in love with it. PixelOver is in its early stages [this video was recorded with the Alpha V0.6] but it shows great promise and was good fun so far.
The tool allows you to turn hires art and vector graphics into pixel art quickly and conveniently. It has a lot more to offer than I could cover in this [initial] quick review. Go and check it out on itch.io:
