Phosphoglycerate kinase is the enzyme of glycolysis that carries out substrate level phosphorylation to form ATP. It converts 1,3 bis phosphoglycerate into 3 phosphoglycerate. The next reaction is carried out by the enzyme phosphoglycerate mutase which converts 3 phosphoglycerate into its isomer 2 phosphoglycerate.
