Notes:
Map 255 in Pokémon Red and Blue usually freezes the game because of its height and width, script and music. Using arbitrary code execution you can lock these to non-freezing values and access it with a map connection (replacing Route 1 to Pallet Town (Pallet Town becoming map FF) in this video).

You can find the save file here. ^^ drive.google.com/file/d/1kP8NKJYIS8jV6EhiHW04bWAlJg15RD-C/view?usp=sharing

Accessing the water encounters is awkward due to the invalid tileset and the high grass encounters leaving you likely to get one of those instead, however, you can find some rare Pokémon in the water (coincidentally Moltres and Zapdos).

In this video I used two Game Genie codes to bring the tileset back to normal to access the water, and modified the data at the pointer at D35F (e.g. if FFC6 it's at C6FF) to read lots of 43 bytes (water blocks).
