This is a Magicka Templar PVE build and Iron Atronach Parse for the Harrowstorm/Dragonhold patch.
Magplar has received some mixed changes for when it comes it PVE. Purifying Light, with its bug fixes and improvements is now a staple to any sort of Magplar Rotation. With its other DOTS becoming slightly weaker per tick and more costly, and with an increase in duration, we see a quite different type of rotation compared to Scalebreaker, and Elsweyr.

I am using the Max Magicka/Magicka Regen food, with 64 points into Magicka for all Magicka Setups in these rotations.
Gear used here:
5x Mother's Sorrow Body, 5x Siroria front-barred, 2x Zaan. (See build screenshot for full details).
The above is used simply for purposes of comparison against other classes, in this test environment.
Race used: Breton
Good alternatives: Altmer, Dunmer, Khajiit
In real raid situations, consider Clockwork Citrus Fillet or Artaeum Pickled Fish Bowl as food alternatives.
Other gear that is perfectly suitable for different situations include:
False God, Spell Strategist, New Moon Acolyte, Master Architect

Rotation:
This rotation is based around getting the most out of Purifying Light. Generally, you want to be able to cast this skill on cooldown, i.e every 6 casts if you are weaving at full speed. Besides this, you can cast Shards and Wall consecutively as a pair roughly every 10 seconds, since they both share this duration. If there is a clash between these and Purifying Light, you can recast them early if there are no other skills to be kept up, (i.e casting Elemental Weapon instead), or delay the cast if there are other skills such as Solar Barrage, Degeneration, Trap or Vampire's Bane/Reflective Light, which can all be cast on cooldown. Use Elemental Weapon whenever there is nothing else to cast.
In execute (roughly 25-30% and below), keep up Shards, Wall, Purifying Light, Rearming Trap until you won't get a near-full duration anymore, and Beam the rest of the way.
Proposed Static Rotation
100% to 25% HP:
PL - Shards - Wall - Barrage - VampBane - Degeneration
PL - Spam - Spam - Spam - Spam - Spam
Squeeze in Rearming Trap after every 3 PL.
Cast your Ultimate / Spell Sym instead of a Spam (Elemental Weapon in this case) whenever you need.
Execute:
PL - Shards - Wall - Beam - Beam - Beam - Beam

About alternative skills that I did not use in this video:
Mystic Orb - a must-have skill if you want to include more AOE damage into your setup. Upsides also include a nice group synergy, but the downside is the high resource cost.
Flame Reach - if you wanted to add another single-target DOT. Provides some extra sources of Burning damage and cost is relatively cheap, but damage isn't as good as some other options.
Scalding Rune - another option for an alternative DOT. More damage per cast than Flame Reach but also costlier.
Reflective Light - the other morph of Vampire's Bane. Shorter duration but is a cleave ability. This morph in the past has been very popular, so consider using this if you want more cleave damage.
Inner Light (front-barred) - if you want a simpler rotation, you could drop one of the DOTs (for example Degeneration) and include Inner Light on the front bar.
Shield (e.g Harness Magicka) - you could replace Degeneration or Spell Symmetry if you wanted to include a shield.
Elemental Blockade - using this morph instead of Unstable Wall can also be a decent option. This option offers more cleave and allows you to have a stronger execute phase IF there comes to be a decision on whether to refresh this skill or not.
Consuming Trap - a DOT that can help sustain if used in trash fights or on smaller mobs in Boss Fights, due to the resource return.
Channelled Acceleration - if you prefer this over Barbed Trap, this is fine. Magicka sustain will suffer a little but might be easier to use in some cases.
Ritual of Retribution - can offer a huge radius of AOE damage, a very useful synergy, and some healing too. Overall a very useful skill.
Channelled Focus - offers Major Resistances, which is useful if not already provided by the group support, and some very nice Magicka sustain too.

Introduction
This is my video with first impressions on the Magicka Necromancer. Feel free to ask about it in the comments, and Ill try my best to answer them.
A few important notes:
- New raid target dummy currently seems buggy with regards to Engulfing Flames and fire abilities. I made sure to properly reset the dummy between tests. The numbers you see here are not affected by the stacking effect of the bug. Many parses you see elsewhere may well be though.
- Take the DPS Numbers with a pinch of salt. Pet Damage is bugged since it crits 100% of the time
- Pretty much anything you see here is subject to change
- My ideas and whats best will probably change depending on what others discover
I am testing with the new 21M HP Raid Dummy, which has a selection of Buffs/Debuffs included. They can be a bit unrealistic (100% major force) for example, but at least consistent.

I used the Clockwork Citrus Fillet food, which is a great all-around food for Magicka classes. It leaves you with 18.3k HP by yourself, and comfortably over 20k HP with Toughness and Ebon. If you choose a Breton (instead of High Elf like I have), then you can use Max HP Max Magicka food and be sitting on ~23k HP with those buffs.
There is no emphasis on the gear in this video. I used Spell Strat and Siroria here. With the Necromancers Death Knell passive, giving 10% crit chance per Grave Lord ability slotted, against enemies under 25%, this gear setup is quite suitable. With this setup, I would be sitting at 96% crit chance on my front bar in execute. Using sets like Mothers Sorrow will still be quite strong, but not make the best use of the passive.
I have 0 points into Spell Erosion, because the Dismember Passive, which gives 1500 Spell and Physical Penetration when a Grave Lord ability is active (nearly always the case), allows me to set up this way and still be able to reach the 18,200 penetration cap.
Main Impressions
- The Magicka Necromancer personally feels like the Magicka Warden in the style of rotation. To me this is a good thing because it is really fluid. However, it might be difficult to get it working in the same way when playing at long range. Playing this type of rotation on console without the help of add-ons may be difficult, and other rotation options might be considered.
- Sustain feels really good. I like that it is not tied to a buff skill in the same way as Leeching Strikes, Betty Netch, Rune Focus etc. If you can keep Mystic Siphon, it is worth over 200 Magicka regen per second, and if you can keep Skeletal Arcanist up, this is worth a further 300 Magicka (and Stamina recovery).
- Animations generally feel really good. The Mystic Siphon skill sometimes has the same problem as described in the Stamina Necromancer page, where it can cause your character to turn around, and the availability sometimes flickers between usable and not usable for no apparent reason.
Rotation
To get the most out of the rotation, it is important to stay in melee range as often as possible. This is because it is reliant on casting Stalking Blastbones as frequently as possible. Although it does extra damage, the longer the skeleton spends chasing a target, it is still worth it to be able to cast it more frequently. It is a nice trade-off if this is not possible though.
So in optimal conditions, Stalking Blastbones is cast once every three rotations. In between it is a job to keep down Blockade, Avid Boneyard (which is nice for the self-activatable synergy), Skeletal Arcanist, Mystic Siphon and Rearming Trap/Channeled Acceleration. This is done more or less fully dynamically - do pay attention to how I try to/am not afraid to recast dots early if there are clashes, or just on time if not. Ricochet Skull, the class spammable, should be cast whenever there is nothing else to cast.
In group play, using the Colossus Ultimate itself will likely depend on when the group needs it, so no real emphasis on you use it.

Rotation
The change to Cutting Dive is mentioned above, and is a big influencer in this rotation. Whenever the target is off-balanced, it is worth spamming birds over anything else, because then each cast of Cutting Dive is worth more than a cast of any DOT, and also Sub Assault.
Outside Off-balance periods, keep up DOTs and do so whilst casting Sub Assault 1-in-3 skills if you can. Poison Injection is the biggest priority to keep up if you are using the Master Bow. Either way, keep this skill up, along with Endless Hail/Arrow Barrage, Consuming Trap, Growing Swarm and Barbed Trap. If you wish to also add Rending Slashes to your setup, like how Kabs has done, then you can do so.
When you anticipate a period of Off-balance coming, best ensure DOTs are up. Perhaps its worth refreshing Endless Hail/Arrow Barrage and Poison Injection if theyre close to running out. As soon as Off-balance is up, just spam Cutting Dive. Afterwards, go back to rotation described above.
In the video, you can see that I keep track of Off-balance with the small UI add-on called Pentest, on the right hand side. When the number is red, this indicates an Off-balance immunity period. When green, then Off-balance is active. Off-balance timing is the same in both POVs. Off-balance is also indicated by the swirly circle above the enemys head, although admittedly hard to see and keep track of.
Proposed Static Rotation
Cast Netch and then Trap when you start a fight.
Repeat:
Arrow Barrage - Poison Injection
Sub - Swarm - Consuming Trap - Sub - Spam - Spam - Sub - Netch/Barbed Trap/Spam (cast Barbed Trap and Netch in alternative repeats of the rotation, or if your sustain is fine, use a spam instead).
Spam = Cutting Dive or Bear Ulti
The above static rotation is under the assumption you are doing a 10-second rotation with Arrow Barrage.
If you wish to use Endless Hail, with either the Masters Bow or Maelstrom Bow, you can more or less do the above, but also add 3 extra skills (Spam - Sub - Spam) to the end of the front bar rotation.

About alternative skills that were not used in this video:
Vigor / Ring of Preservation (back-barred) - for extra self-heals if needed. I would recommend replacing one of the back bar Fighters Guild abilities.
Whirling Blades - a spammable/execute that is very useful when a dual-wield AOE setup is desired
Camouflaged Hunter (front-barred) - gives weapon damage passives, and Minor Berserk for 5seconds when you attack from behind. Can be very nice in situations where you know you wont get Minor Berserk consistently.
Bird of Prey (front/double-barred) - similar to above, except gives animal companion passives, and Minor Berserk on the active bar. Can be very nice in situations where you know you wont get Minor Berserk consistently. You can also activate the skill for a period of Major Expedition.
