Do some areas just frizz when you scrunch them?

Not every section of your hair needs the same technique.
When I see wet frizz, especially around new growth, I don’t always scrunch.
Sometimes scrunching actually creates more frizz in those areas.
Instead, I:
re-wet the section if it’s starting to dry
add a little more gel to my hands
gently smooth and tuck the hair in
then let it fall naturally
Some areas need movement and scrunching.
Other areas need smoothing and control.
Learning the difference is what makes your styling more intentional and your results more consistent.
You’re not doing anything wrong.
Your hair is just asking for different support in different spots.
