How to Fix a Microsoft Bluetooth Keyboard That Won't Pair
Replace or charge the batteries
Make sure the keyboard has sufficient power.
For rechargeable models, charge the keyboard fully.
Turn the keyboard off and back on
Wait a few seconds before turning it back on.
Put the keyboard into pairing mode
Press and hold the Bluetooth/pairing button for about 5 seconds.
The Bluetooth indicator should flash when the keyboard is discoverable.
On models with multiple Bluetooth slots, select an unused slot first.
Remove an old pairing from Windows
Go to Settings → Devices → Bluetooth & other devices.
Find the Microsoft keyboard under your previously connected devices.
Select it and choose Remove device.
Then select Add Bluetooth or other device → Bluetooth and try pairing again.
Temporarily disconnect another Bluetooth keyboard
If another wireless/Bluetooth keyboard is already connected, turn it off temporarily.
This normally isn't required, but it can eliminate another variable during troubleshooting.
Restart Bluetooth
Turn Bluetooth off in Windows.
Wait about 10 seconds.
Turn it back on and search again.
Restart the computer
A simple restart can resolve a Bluetooth service or driver that isn't responding correctly.
Check Device Manager
Right-click Start → Device Manager.
Expand Bluetooth.
Look for the computer's Bluetooth adapter.
If there's a yellow warning symbol, the Bluetooth driver may need attention.
Make sure the computer supports the keyboard
Microsoft Bluetooth keyboards such as the Designer Compact Model 1954 require compatible Bluetooth hardware.
Older computers may need a USB Bluetooth adapter.
Try the keyboard with another computer or phone
If it pairs successfully with another device, the keyboard is probably working and the problem is likely with the computer's Bluetooth settings, driver, or compatibility.
If it doesn't appear on any device even when the pairing light is flashing, the keyboard itself may need troubleshooting.
For the Microsoft Model 1954 specifically

If you're working with the Designer Compact Keyboard, remember that it can store three Bluetooth connections. Select the desired Bluetooth slot and put that slot into pairing mode before searching for it in Windows.

The most important clue is the indicator: if the Bluetooth light isn't flashing, Windows generally won't discover the keyboard.

For your 2015 HP ENVY, since you already found Intel Wireless Bluetooth in Device Manager and the computer is discovering another Bluetooth device, I'd focus first on getting the Microsoft keyboard into the correct pairing mode and checking its three Bluetooth slots.
