This is somewhat in response to ilmango's video: youtube.com/watch?v=NTkdxZRVbzI where he describes a hopper fed furnace array of 23 furnaces. Having watched that video, I felt sure of two things. The first, is that it should be 24 or 25 furnaces (100 ticks furnace cycle divided by 4 tick hopper cycle), and the second was that it needed a clock (all hopper systems need a clock).
The result is a clocked based design for a furnace array with an additional furnace (24 a side) that is much simpler to build and install, that still has the perfect smelting cycle of ilmango's design.
It could be taken to 25 furnaces a side with three lines of hoppers instead of two for distribution, but if that level of efficiency is wanted, probably best to go to a minecart based design.
What is also interesting is that the 4 tick clock described in the design is a syncing clock, which means if you have them in a line such that the output of one is within the input of the next, but the output of the next is out of range of the input of the one behind, the clocks will always fall into sync allowing the line to be extended to any length desired. Combined with the fact it allows stopping the clock at any point and having distributed items means that this could distribute items to any size system. Super brewing array?

This isnt a complete design... but its about as far as Im going to take it and should still be useful for someone out there.
Basically can have up to 14 brewing stands, each with a separate (or same) recipe going, on repeat, as long as the chunks are loaded - there is overflow detection to stop the system if any chests fill up (or water bottles run out), but do need to make sure any active towers are set up to make the same number of potions as otherwise will just brew water potions on the towers that are short. Although these can be manually fed back into the system
Each individual brewing station can also be disabled if a 14 brewing stand system perhaps only wanted to be run with 3 for a given run.
I still havent worked out the right way to start up or shut down the system without wastage - although I recommend only disabling or enabling towers while the system is completely idle (unlike what I did in the video). There is a prime switch that can get it going once enabled - although there is some finesse needed here as well.
