This Method will work EXACTLY as shown on PS2, Xbox, PC, Mobile, and Definitive Edition since all of these Platforms/Versions allow the Method shown in the Video.
Before you begin, you're going to need a Parachute, nine (or more) Satchel Charges, and a Minigun or Sniper Rifle. Perhaps an M4 is all you would need, but I would go with the Minigun or Sniper Rifle just to be safe.
This is the new and improved, easier, optimized Method. It's not much different than before, only that you can get the AP/EC2 Admiral to spawn WITHOUT the driver and passengers. This means, you can have an easier time aiming at the driver the moment he spawns and begins to drive forward. As you walk backward and further away from it, the passengers and driver will spawn, so quickly take them out. The Admiral will actually LOSE the AP Properties the closer it gets to you, so you must be quick! It shouldn't be a problem, though, since you can now line up your aim before the driver even spawns! The only annoyance if you ask me is the dumb Cops that love spawning around the area while you're taking out these enemies in the Admiral.
Be sure that the Admiral explodes BEFORE you go into the Red Marker! After the Mission passes, it IS possible to once in a while find a Fire Truck that will spawn and put out the flames on the ground. If you were to use the Fire Truck to push the wreck of the Admiral back to the Garage, it would go a LOT quicker. However, in most cases, the Fire Truck does not spawn and you'll have to rely on random Traffic Vehicles to push the Admiral back with.
This is now the SECOND AP/EC2 Admiral I've recorded for the Guide, despite THREE total AP Admiral's existing. TWO of them were from "Los Sepulcros" and BOTH required Mission Failures. One of the two Admiral's was just an AP Admiral, thus INFERIOR, as well, so no point to even think about it. The other one was an AP/EC2 Admiral, but it had a DIFFERENT Secondary Color compared to the one found in this Mission. I still recommend THIS AP/EC2 Admiral over any others because you can PASS the Mission and obtain it. Plus, by this stage of the game, you are able to buy all remaining Safehouses with Garages, so you'll surely have enough room for it, unlike early on back in Los Santos.
Note that it IS POSSIBLE to actually obtain the EC2 Bravura, EP/EC2 Admiral, and this AP/EC2 Admiral at the same time from the Mission and pass it, however, it's not very practical. In most cases because players are obtaining the AP/EC2 Admiral, they are not going to care about a useless EP/EC2 Admiral, despite a different Secondary Color. They'd view such Vehicles as minor and things to obtain in their SECOND Save File over the FIRST and MAIN Save File, which I totally agree. There is so many better Special Vehicles to obtain and fill the Garages with that you'd likely skip over Special Vehicles like these and then obtain these kind of Special Vehicles in the SECONDARY Save File. The EC2 on this Admiral can not be seen in-game and can only be seen when viewing your Save File under a Save Editor. Visually in-game, it will look like any ordinary Admiral.
