Time Stamps:
00:00 - Failing "End of the Line" whilst obtaining the AP/EC2 (All Proof and Exclusive Secondary Color) Light Blue Grey Feltzer
11:05 - Proving the AP Properties and showing off the AP/EC2 Feltzer
This Method will work EXACTLY as shown on PS2, Xbox, PC, Mobile, and Definitive Edition since all of these Platforms/Versions allow the Method shown in the Video.
It's possible to obtain the AP/EC2 Feltzer together with the AP Fire Truck but it's NOT saving you a Mission Attempt. For instance, End of the Line is actually split up into TWO Sections. Section 1 is the Crack Palace and making your way through it and out of it. Section 2 is chasing Tenpenny's Fire Truck. The moment you reach the outside of the Crack Palace, the game makes a checkpoint here and each time you begin the Mission again, it DOES NOT ADD any extra Mission Attempts from that point forward and you begin on Section 2. You have to make it out of the Crack Palace to obtain the AP/EC2 Feltzer, right? So wouldn't it be best to obtain it first and create this checkpoint, then obtain the AP Fire Truck after the checkpoint was made and NO extra Mission Attempt will come after? Yeah, exactly. Be smart. In case you want to see it done, here it is - youtube.com/watch?v=wvnAct5JJNo - It's really stupid, because it's impossible to start the Mission from the very beginning and get both Special Vehicles. Why? Game removes your Parachute and gives you Thermal Goggles inside of the Crack Palace to make your escape. You need a Parachute for the AP Fire Truck and you can't abandon the AP/EC2 Feltzer wreck, or it vanishes. In other words, you CAN'T even obtain both of them, until the game creates the checkpoint after leaving the Crack Palace. Facts.
Here is the AP/EC2 Feltzer together with the AP Fire Truck, but this time, it uses OM0, which avoids the Wasted Stat for the AP Fire Truck - youtube.com/watch?v=Q9d3PKrkJMY
There is a handful of INFERIOR Special Vehicles in this Mission like the EP/FP Police, EP/FP Sanchez, EP/FP Tornado, and DP/EP/FP/MP/EC2 Feltzer and they all use OM0. I will link Videos below to all of them except the Tornado. The Method is known and possible, just no Video was made for it ever.

EP/FP Sanchez - youtube.com/watch?v=hkyXMJOrtPo
DP/EP/FP/MP/EC2 Feltzer - youtube.com/watch?v=Hnrl4DXfss8
The EC2 on this Feltzer is VISIBLE by the Interior.
Know that there is actually another AP Feltzer that is obtainable, however, that's just it. An AP Feltzer and not an AP/EC2 Feltzer, thus inferior. It's from Millie as a Jealous Girlfriend. In case you want to see it obtained, watch this Video - youtube.com/watch?v=DrX3HfeSfLY - This one wouldn't cost you a Mission Attempt, but it's still inferior.
I am recording this Video on PCSX2 Version 1.6.0. Game Version is SLUS-20946 (Version 1.03) of GTA San Andreas for PS2.
