In the SNES version, you had to defeat this boss properly (ie. both living and undead forms, rather than just Vanish/Banishing the living form) to get it to appear on the Veldt. As far as I can tell, this was fixed in the GBA version by tweaking this formation and fixing said Vanish bug.

So wait, the armoured humanoid isnt humanoid-type, but the tree is? (And yes, I know you can see his armoured form at the top, but most peoples eyes are drawn to the tree-face.) Neo is a haphazard fusion of creatures cast into the Void, so all the differing properties _there_ are understandable.
There are few problems in this game that cant be solved with enough money. (Well, there _are_ the superbosses.) Of course, you shouldnt feel any shame for using an option the designers explicitly provide.

The mine cart ride is notorious among low-level players, being one of two (?) sequences with unavoidable experience gain, and having to juggle with the RNG to minimise such (you can manipulate this in the SNES version, but Im not aware of any similar strat in GBA-onward). GBA players wont have to worry about the Kazekiri quite as much, since Number 128 can be fought again in the Soul Shrine. You _will_ want that Gold Hairpin from the 9F monster-in-a-box; catch whatever appears to prevent EXP gain. Yellow Dragons Lightning (and similar fractional attacks) isnt as useful in this version since they arent auto-hit anymore; I dont know if Pixel Remaster has that issue.

You can safely wait out the expiration timer (100 ticks, or just under 2 minutes, from battles start) in-between Quick turns. Otherwise you have to survive its onslaught of powerful fire spells and physical attacks (and its instant death special), since its completely invincible (barring extreme luck with Setzers slots). Palkia is among the best Pokémon for solo exploration (lol nice wall m8), as long as you dont take it to a level 1/IQ-disabling dungeon; take it to Zero Isle North (once youve maxed its IQ) for semi-consistent stat-boost item farming. That said, the Drifloon line rivals it due to Unburden (attacks twice at no extra cost as long as you arent holding an item; pair with Quick Striker to have your regular attack strike out four times!) and Trap Seer (unseen traps wont trigger upon initial reveal; probably the biggest advantage they have against Palkia). Youll have to stock up on restoration items for the balloons, though, since they lack Multitalent, and Unburden and things like Stamina Bands/Tight Belts are mutually exclusive in function.

Fuck it, Im done trying to further optimise this thing. (The safe strategy has you spam water scrolls, since all of its forms take normal damage from that element, and its too slow to get the jump on speed-optimised Ninja after each formchange.)
Take off Galufs equipment _immediately_ after this fight, as hell leave for a while once you enter the crystal chamber.
The Chemists !Mix command (obtained after this fight) is _the_ single most overpowered command in the game, so naturally the most potent mixing ingredients cant be bought (ie. theyre enemy drops and/or steals).
