This thing has the false image toggle that Neo Shinryu is so infamous for, though its not _quite_ as obnoxious about it (theres always a vulnerable target on field, and you can nullify the Frost counters with Flame Rings). When boosted, Leviathan is the most powerful summon in the game…except theres _no_ water-boosting item (not even in GBA—they went out of their way for that!); you need to use Elemental Power mix for it. So Syldra continues to be the most efficient, since you can just buy Air Knives and spam her with impunity. (Not that any of this matters in a LLG anyway.)
