You can safely wait out the expiration timer (100 ticks, or just under 2 minutes, from battle's start) in-between Quick turns. Otherwise you have to survive its onslaught of powerful fire spells and physical attacks (and its instant death special), since it's completely invincible (barring extreme luck with Setzer's slots).

Palkia is among the best Pokémon for solo exploration (lol nice wall m8), as long as you dont take it to a level 1/IQ-disabling dungeon; take it to Zero Isle North (once youve maxed its IQ) for semi-consistent stat-boost item farming. That said, the Drifloon line rivals it due to Unburden (attacks twice at no extra cost as long as you arent holding an item; pair with Quick Striker to have your regular attack strike out four times!) and Trap Seer (unseen traps wont trigger upon initial reveal; probably the biggest advantage they have against Palkia). Youll have to stock up on restoration items for the balloons, though, since they lack Multitalent, and Unburden and things like Stamina Bands/Tight Belts are mutually exclusive in function.

Fuck it, Im done trying to further optimise this thing. (The safe strategy has you spam water scrolls, since all of its forms take normal damage from that element, and its too slow to get the jump on speed-optimised Ninja after each formchange.)
Take off Galufs equipment _immediately_ after this fight, as hell leave for a while once you enter the crystal chamber.
The Chemists !Mix command (obtained after this fight) is _the_ single most overpowered command in the game, so naturally the most potent mixing ingredients cant be bought (ie. theyre enemy drops and/or steals). This thing has the false image toggle that Neo Shinryu is so infamous for, though its not _quite_ as obnoxious about it (theres always a vulnerable target on field, and you can nullify the Frost counters with Flame Rings). When boosted, Leviathan is the most powerful summon in the game…except theres _no_ water-boosting item (not even in GBA—they went out of their way for that!); you need to use Elemental Power mix for it. So Syldra continues to be the most efficient, since you can just buy Air Knives and spam her with impunity. (Not that any of this matters in a LLG anyway.)
