Snurtles have a 10% chance of spawning from a snurtle mound, and then a 75% chance of dropping their shell. The staff method speeds that process up.
Normally the mounds have two mobs that spawn from it, but sometimes they're out eating stuff from earthquakes. That's why its best to clean up earthquakes if doing this.
