Is Europe already at war with Russia? Since Russia’s full-scale invasion of Ukraine in 2022, tensions between Russia and Europe have intensified dramatically. European governments have imposed sweeping sanctions on Moscow while providing Ukraine with weapons, intelligence, training, and financial support. At the same time, Russia has been accused of carrying out cyberattacks, sabotage, and disinformation campaigns across Europe. This has raised an important question in international relations: does modern warfare only involve direct military confrontation, or can proxy war and hybrid warfare also constitute a form of conflict between states?
