Bodycam Footage Of Florida Fish & Wildlife Officers Arresting Sovereign Citizen After Fleeing On Boat. An unidentified vessel lacking navigation lights was observed heading into Key West Bight. Officers activated the patrol vessel’s emergency blue lights and siren at the mouth of Key West Bight. The vessel proceeded between two finger docks despite the signals. Upon facing the patrol vessel, the operator persisted in the same direction. No other vessel was underway in the vicinity at the time. Assuming the operator intended to moor to one of the docked vessels, they were followed. Out of consideration for those aboard the vessels, the emergency lights were deactivated upon instruction to Officers. However, the vessel suddenly turned right between two vessels, disappearing from sight. The vessel attempted to evade capture by emerging from the other side of the dock. Assuming control of the patrol vessel, the officer maneuvered around to the opposite side of the dock where the vessel was headed. Despite activating lights and sirens, the vessel attempted to evade capture by repeatedly changing direction back and forth under the dock. Verbal commands were issued by both officers, yet the operator continued attempting to evade them. Upon rounding the south end of the dock, the officer observed erratic changes in the vessel's speed and direction. After paralleling the patrol vessel briefly, the operator maneuvered the vessel around the stern, then to the port side, and finally came to a stop at the bow of the patrol vessel.
While attempting to bring the defendant’s vessel alongside the patrol vessel, the operator made several statements indicating awareness of the attempted stop and the reason behind it. The operator's speech was observed to be slurred, with glassy eyes and droopy eyelids. Within the vessel, several empty alcoholic beverage containers, including beer cans and a partially empty wine bottle, were observed. Once the vessel was secured to the patrol vessel, the operator was asked for identification, to which they responded evasively. During the interaction, both the operator and another individual became irate, yelling at passersby and asserting their rights. Officer Johnathan Hettel of the Florida Fish and Wildlife Conservation Commission arrived on scene and calmly reiterated the request for identification, which was still refused. Subsequently, the operator was informed of their arrest. Despite resistance, the operator was successfully secured on the patrol vessel.
Meanwhile, the other individual attempted to untie the vessel and subsequently fled into the water, evading capture for approximately 25 minutes. Throughout this time, the operator claimed ignorance of the individual's name, stating they had only recently met at a bar. Later, a name provided by the operator did not match. During this period, Officers administered Standardized Field Sobriety Tasks to the operator. The operator was then transported to Stock Island Jail in Monroe County, Florida, where they provided a breath sample and were turned over to jail staff for booking.
