What if 'Hunter' retired from the force and relocated to Cabo San Lucas? It might be something like 'Land's End' (1995), Fred Dryer's quirky comedy/drama/action show, with a bit of 'Rockford' thrown in for good measure. It should have lasted longer than one season, but the syndication game can be a rough one. The theme music (by Marco Beltrami and Jean-Christophe Beck) is distinctive in its avoidance of crime show smash-bang cliches. Beltrami's 'Baja Dreams' was the official end credits theme, though it was replaced with special music in a number of episodes.
