On April 21, 2024. A deputy from the Milwaukee County Sheriff's Department attempted to conduct a traffic stop on a vehicle that was sitting stationary in the roadway impeding traffic. When the deputy activated his emergency lights, the vehicle initially drove off at a normal speed and failed to pull over but eventually began trying to elude the deputy at speeds over 90 Miles per hour. The suspect later identified as Richard ran multiple stop signs and red lights. The pursuit lasted approximately 3 miles before the vehicle crashed into a fire hydrant. The deputy exited his vehicle and gave Richard multiple commands before he exited the truck and began to flee on foot. The deputy tried multiple times to physically detain Richard and ended up deploying his taser twice which was ineffective both times. A citizen who heard the altercation outside his house came outside to see what was going on. The citizen decided to assist the deputy and approached with a firearm pointed at Richard. Officers from the Milwaukee Police Department arrived shortly after and the citizen went back to his house. One of the Milwaukee officers was able to tackle Richard and detain him in handcuffs. Unfortunately the power button on the deputies body camera got pressed while wrestling with Richard. The Milwaukee Fire Department was called to check on Richard who was complaining of back pains. The fire department found that a taser probe was stuck in Richard's forehead and he was transported to the hospital before being booked into jail. While at the hospital, Richard admitted to smoking crack approximately 2 hours prior to the initial traffic stop. A search of the vehicle did not reveal anything of evidentiary value. Richard was found guilty for 2nd-Degree Recklessly Endangering Safety. He was sentenced to two years in prison and two years of probation. Richard was also ordered to pay a $518 fine and complete 80 hours of community service.
