I simply went ahead and tried to reproduce it. I thought that, following what was said, that it was working very much like big spring jumps, because you needed to press both jump buttons at the same time, and your gained height would be the same.
I didn't expect anything more to it than that... well, that's why you try stuff that's already been done by other people.

You *need* both jump buttons for it, but that's where the similarities end. The gist is that you want to hold one jump button to trigger a hover, but very intentionally close to the ground. And start holding the other one as soon as Klonoa lands. You'll start going up like crazy, and how far you elevate depends on the remaining hover time.
But actually, this only work in sections where you can move in 3D. In the 2D sections where lateral movement is sort of disabled, you'll simply do another jump when holding the second button.

I doubt this trick will have any actual speedrunning uses, as you lose time hovering, it's really hard and awkward, and there's not that much usefulness in gaining height in these levels. Maybe optimisation in the circular room of Forgotten Path but that's it.
On the other hand, that trick could have been really useful for dealing with the remaining unskippable board stages dreamstones, specifically Mts. of Mira-Mira. But the places in which they are located sadly are in 2D sections and it doesn't work.
I guess the only thing we can do is have fun messing with the game a little bit more. Especially with circular rooms. It's especially entertaining to do there. Seriously, what the hell is even happening at 0:55. I've not sure I've ever seen the game lag by this much, nor speed up and down incessantly like it does so well. Really weird.
This could also potentially allow new OOBs to be performed, but it's so incredibly finicky to use without save-states that I just won't waste my time with it. For instance, with perfect execution you could *perhaps* get off-track with the Polly in Sea of Tears, as suggested in the last clip.

But damn, what a trick.
