Julia, as you can see below, has some extreme peaks and valleys in her stats. In particular, her HP and Res are great, while her Mag is ridiculously high. Everything else about her is well below average for units in this series. However, she is still one of the strongest mages in this series because of one, her skill set, and two, her weapon of choice. Let's start with the weapon. Naga, a 30 Mt tome with her 100+ Mag, is a good start, but the thing that makes it broken is the fact that it gives her +20 to Skl, Spd, Def, and Res. This turns her low stats other than Res into respectable levels and lets her double a lot of the units here. Her hit rate is still quite low with it equipped since it only has 80% hit, and her base hit rate is kind of low thanks to her low Lck. However, when getting to her skills, you'll see that it won't be as much of a problem anymore thanks to her having Adept, which gives her more chances to hit her opponents with her low accuracy. And if that didn't seem broken enough to you, she also has Nihil, essentially removing any risk of extra damage from skills, be it mastery or not. This means the only way to knock Julia out is to either dodge all of her attacks, which is easier said than done with Adept on the table for her, or to get a crit against her and have enough damage to one-shot her. The latter is a little bit easier for the units in the series to do since most of the units in the series had their crit rates enhanced from either Crit skills or just more Skl in general. So, if the units can't one-shot her with Killer weapons, they can typically do enough with their SS weapons with an Ok to solid chance to crit, since her bulk is still quite bad even with the extra 20 Def from Naga. It's also easier for them to do as she has such low Lck, meaning that units have a higher chance to crit, and she won't be able to initiate very often, giving units a Hail Mary against her before she can nuke them.
