Ishtar, like the other units from Jugdral, has an insanely powerful weapon that she can use. Ishtar ends up getting to the HP cap of 127 and has incredibly high Skl that gets all the way to 100 on the dot with the addition of the aforementioned weapon, Mjolnir. Other than that, her Mag and Spd are middling to above average, and her Lck is a little below average. But the 30 Mt and extra 10 Spd from Mjolnir, when equipped, helps her out a lot. She also has decent defenses at 40/57 Def/Res so she can tank a lot of hits paired with her HP. However, the biggest thing about her is that because she gets to the 100 Skl threshold with the help of Mjolnir, her Vantage procs will always happen. It was recently discovered that the proc rate for Vantage was Skl, not Spd, so this video is another form of proof that it is the case. So, anytime Ishtar is countering with Mjolnir against a unit without Nihil or Parity, she will always proc Vantage against them. Ishtar is also one of the units that actually prefers to go second in the initiation order because she ends up getting more attacks in that way. And because she has the guaranteed Vantage against most units, along with the fact that she will basically never swap off of Mjolnir, she doesn't really feel the initiation issue at all since she will be attacking first in most scenarios. And even though Mjolnir doesn't have any crit on it, her innate crit rate is still quite high since her Skl is 100 on the dot. So, even if she can't double certain units, she has the option to one-shot them instead with a well-timed crit.
