That is where they announced the end of fake thumbnails, only later to give it back to the same people who abused the system before, the Partners
So now they have put the thumbnail abusers on notice, if they continue to abuse the system, they will lose their ability to have fake thumbnails

"How I used to make a custom thumbnail, is I uploaded twice. The first time I uploaded,I made a note of the exact time that was used as the thumbnail for a video that length (all three times)and then I placed the thumbnail I wanted exactly at those places. This worked in my "double crossed rickroll with a twist"video that I am attaching.Of course,this was not really misleading,as the whole joke of the video was a fake rickroll,as I point out in the video.This technique will only annoy if abused."
