On January 10, 2011, an estimated 110 dogs were siezed from a breeder in Montana Creak, AK (some reports show 157 dogs). Most were emaciated, nearly all showed signs of dehydration and malnourishment. An additional 22 were found dead. Frank J. Rich has pleaded not guilty to 50 misdemeanor counts of animal cruelty.
In 2007, Rich was cited, pleaded "no contest," and fined for failure to register a kennel and to provide a sanitary enclosure for animals. He quickly applied for a kennel permit and was later awarded one for 127 dogs. To reduce the size of his kennel, he requested the borough's assistance to "put down" 24 of the dogs. It is uncertain what method was used at that time.
