The name "Ultra Boots Early" is a bit of a misnomer but "Ultra Boots without Ultra Hammer" just doesn't have quite enough zip.
After getting the clippy, you need to get Lakilester to stay near the ground while you climb up to the top of the door frame, and then you need to hit C-Down while you're slightly clipped into the wall. To convince Lakilester to stay on the ground, running around the block like I did in this video seems to give you just enough time. Getting into such a picky position so quickly is rather difficult.
This trick should probably over 4 minutes in All Cards, which needs to be completely rerouted. It should also save some minutes in All Bosses (and I guess True 100% as well, if the Ultra Hammer isn't a requirement). Combined with using the clippy to clip past the stone block in the previous room, and an LZS Clip to skip the metal block in the volcano, it also allows the Any% TAS to skip the Ultra Hammer, which might be faster.
