Shimonoseki had been a thorn in the side for the western powers for quite some time. In truth Shimonoseki, and the Choshu, had been a problem since 1863 ever since the Japanese Emperor Komei had announced the edict to "Expel all Barbarians". With the Tokugawa Shogunate's inability to control the situation, that situation being the Choshu attacking foreign ships, the western powers launched The Shimonoseki Campaign.
