With the forced opening of Japan tensions within the island nation grow. The Emperor Komei puts out a edict to "Expel The Barbarians" or Sonno Joi. This edict prompts many throughout the country to attack the new foreigners. Attacks such as the Namamugi Incident, and the attacks at Shimonoseki.
As a result of this the Shogun's government gets put under pressure by the foreign powers, when they don't receive satisfactory responses they decide to take matters in their own hands.
