The work may look similar.
However the value changes because the customer’s context changes.
Their revenue is different.
Their urgency is different.
Their opportunity cost is different.
This does not mean you charge random numbers.
It means pricing only based on hours is usually too narrow.
Effort matters. Value matters more. People pay for outcomes.
The better question is:
“What does solving this problem unlock for this specific customer?”
