Alberta and Ottawa are still trying to iron out the details of an energy and climate MOU signed last November. At the core of the deal is Mark Carney's push for an "effective industrial carbon price" of $130 per tonne.
Indeed understanding the shell game of carbon pricing is very tricky. Despite that Alberta's own industrial carbon price is $95 per tonne today, companies pay as low as $20 about 90% of the time.
To understand why a real price of $130 is so important to reducing emissions we talk to Janetta McKenzie, the director of oil and gas at the Pembina Institute.
