Can Libya overcome its divisions and build a stable future? In this video, Peter Millett, the former British ambassador to Libya and Chair of the Libya British Business Council, joins me to discuss the history, politics and future of this strategically vital North African country. We explore why Libya matters to Europe and the wider Mediterranean region, from migration, terrorism, and Russian influence, to oil and gas, security, and economic opportunity. Peter traces Libya’s journey from independence and the discovery of oil, through Muammar Gaddafi’s 42-year rule, his authoritarian Jamahiriya system, foreign policy, the 2011 uprising, NATO intervention, and the collapse that followed.
From there, we examine the Libyan Civil War, the conflict's internationalisation, and the competing interests of Egypt, the UAE, Italy, France, Russia, and Turkey. Peter explains Libya’s current political divide between the internationally recognised government in Tripoli and forces linked to Khalifa Haftar in the east, and considers whether partition is realistic. He also analyses the prospects for a unified government, free and fair elections, economic reform, decentralisation, and diversifying an economy overwhelmingly dependent on oil and gas, while assessing whether Libya can achieve lasting political stability.
