$Two Arrested for Violating Halo Law after Woman Arrested for Battery on Law Enforcement Officer Join Jacksonville Sheriff T.K. Waters as he announces the arrests of two women under Florida’s Halo Law. 36-year-old Jasmine Jefferson’s and 59-year-old Anita Gibson’s arrests come after they violated Florida Statute section 843.31, known as the Halo Law. This law creates a 25-foot buffer around first responders, prohibiting people from approaching the area or harassing the first responder. The law is designed to protect first responders from threats and interference, so they can remain 100% focused on their important duties. Jefferson’s and Gibson’s arrests stem from a criminal incident earlier this week outside a charter school off Bassett Road in the Riverview area. 39-year-old Erika McGriff, a habitual traffic offender with revoked driving privileges, illegally parked her car and left it running and unattended. As we’ve shared before, leaving a vehicle running and unattended is a violation of state law. As Officer Holton attempted to lawfully discuss the matter with McGriff, she escalated the verbal conversation to physical violence. McGriff resisted Officer Holton, punching him repeatedly and biting him with such force to leave an impression on his forearm. Jefferson and Gibson were initially spectators to McGriff’s violence. The two violated Florida law themselves when they began harassing Officer Holton and invading the 25-foot area the officer needed to safely detain McGriff. Despite Officer Holton’s verbal warning to get back, the women did not comply. Our officers quickly identified Jefferson and Gibson from the body-worn camera footage of this incident and arrested them for violating the Halo Law. McGriff was arrested the same day for Battery on a Law Enforcement Officer, Resisting an Officer With Violence, and Operating a Motor Vehicle while having a Driver’s License that is Revoked as a Habitual Traffic Offender. Each of those charges is a felony. She also received multiple traffic infractions. This incident and the behaviors modeled by the adults to the students at the school has direct consequences. A teenager has been arrested after she made threats to shoot up the charter school because of this incident. The takeaway? If you violently resist our officers, you will be arrested. And if you crowd and harass our officers, or any first responder, after a verbal warning, you are committing a crime and we will arrest you. Please note: this news briefing was given on Friday, October 10 at 12 p.m. At that time, Jefferson had not been arrested; she is not directly named in the Sheriffs briefing. The juvenile who made the threat had also not been arrested at the time of the briefing.$
