Goomy evolves into Sliggoo at level 40, while Sliggoo evolves into Goodra starting at level 50 as long as it is raining in the overworld. If you try to use Rain Dance, the Drizzle ability, or anything shifty with Primordial Kyogre's ability, those simply will not work. But these days it is pretty easy to find a spot where it is raining. This was in X & Y, and it was raining in that endgame resort area.
