Caught on 1/1/15... Happy New Year! I tried doing it without Sticky Hold, but I'd encounter about 5 or 6 and get cut off. I wanted one to use as a Contest Pokemon... and got it. I think I might have fished up about 25 at *most*.
Unlike the arduous task of finding them in RS, where you had to search tile by tile (and it changed every day too I think) just to find one, in ORAS it couldn't be easier:
During the day, SURF under the bridge in the northern part of the route. In the shadow of the bridge, they have an encounter rate of 100%... but only during the day. At night, they disappear and go south, surrounding a lone rock in the river. Fish towards the rock as close as you can and they'll appear just like they do under the bridge, but only at night.
Good luck!
