Shiny Staryu is tan and has a blue core, instead of regular Staryu's brown & red core.
Shiny Starmie has blue limbs, a red/pink band and a blue core, instead of regular Starmie's purple limbs, yellow band and red core.
Use a Water Stone to evolve Staryu into Starmie at any level. You might want to learn certain moves before evolving, though, since Staryu learns a few things Starmie can't.
