How can the Joint United Nations Programme on HIV/AIDS (UNAIDS)’ transformed operating model strengthen country-led HIV responses and contribute to broader multilateral reform? This World Health Summit 2025 workshop examined how the Joint Programme is adapting amid constrained global health financing and shifting UN priorities, particularly in the context of the UN80 initiative.

The session presented outcomes from the UNAIDS High-Level Panel process, outlining how governance, financing, and country-level support structures are being realigned to improve sustainability and impact. Speakers discussed lessons from countries already integrating HIV responses within wider UN reform efforts and reflected on strategies to secure long-term financial sustainability.

The discussion also considered what UNAIDS’ evolution means for the global HIV response as countries prepare for the next Global AIDS Strategy and Political Declaration on HIV. Participants explored opportunities for UNAIDS’ transformation to inform multilateral reform and strengthen collaboration across sectors, donors, and civil society.

This workshop was part of the World Health Summit 2025 in Berlin and was co-hosted by the Federal Ministry of Health of Germany (BMG). Moderator and speakers included Clemens Gros (Insights for Development), Christine Stegling (UNAIDS), Erika Castellanos (GATE), Paul Zubeil (BMG), Georg Kippels (BMG), Daniel Molokele (Parliament of Zimbabwe / UNITE Network), and Peter Derrek Hof (Ministry of Foreign Affairs, The Netherlands).

The World Health Summit 2025 was a global platform that brought together leaders from science, politics, the private sector, and civil society to advance health and well-being worldwide. Learn more: worldhealthsummit.org
