This is the final cutscene of the blue dragonflight questline added in Embers of Neltharion.

While I'm not 100% sure who composed this, I'm pretty sure it's Jake Lefkowitz since you can hear a bit of the blue dragonflight family theme in the beginning and end of this cutscene which was definitely composed by Jake.
