Found this L.A. Machineguns gameplay clip and this is one of those Sega arcade games that feels like a genuine time capsule of the late 90s light gun era.
Sega released this in December 1998, made by their AM3 division, running on Sega Model 3 hardware, and it actually works as a direct sequel to an earlier light gun game called Gunblade NY. The story leans fully into over the top action movie territory, set in the year 2025, where the president gets kidnapped by a group of androids who call themselves R.O.M., short for Rage Of the Machines, which is exactly where that subtitle comes from. Two agents get sent out to track them down across Alcatraz, Las Vegas, San Francisco, and finally Yosemite for the final showdown with the leader.
There are four main stages, but you can actually unlock a secret fifth stage if you clear all four, and the whole time you have to balance shooting down waves of robotic enemies while being careful not to hit innocent bystanders caught in the crossfire, which adds a layer of precision most light gun games from this era did not bother with. It got ported to Wii back in 2010 bundled together with Gunblade NY, so there is still a legal way to play both today if you want to try it yourself.
