Found this clip while going through old Sega ad footage and it's exactly the kind of over the top energy this channel is built around.
This comes from Sega's legendary Welcome to the Next Level campaign, the tagline Sega of America built specifically to go after Nintendo once the Super Nintendo hit stores in 1991. Before this, Sega's slogan was Genesis Does What Nintendon't, but once SNES arrived they needed something with more attitude, and this campaign is what they came up with. Collectors sometimes refer to this particular spot as the Punk commercial, thanks to that transformation sequence turning an ordinary kid into a full on rebellious character.
The whole point of these ads was convincing older kids and teenagers that they had outgrown Nintendo, which is why they crammed in flashes of Sonic, boxing, football, and more, basically daring you to believe one console could do it all. If that famous SEGA scream at the end sounds familiar, that voice belongs to Colossal Pictures director Jimbo Matison, who supposedly only ended up yelling it because a crew member joked he should during a 1992 shoot. It stuck around for years afterward.
