I beat Scouting Party Rescue in one turn without going to the enemy phase. At first glance, a one-phase completion might look daunting: you must kill 20 enemies with 8 CP, meaning you need to average 2.5 kills per CP. However, the enemies are laid out in such a way that there are many opportunities to kill several per move. Since friendly fire would allow me to kill about half the enemies in a single move, I decided to make things a little tougher by not using Last Stand. Even then, it wasn't very hard to come up with a strategy, although executing it was a pain because nearly every move requires an uncommon potential like Double Action.
One peculiar thing about this level is that your units are determined by the units you used the last time you beat the previous battle, Nocturnal Reconnaisance. So, to deploy different units, you need to go back and beat that battle again. If you want to deploy your units in particular positions (which I did, because AP is tight for one of my moves), then you also need to figure out the mapping between the deployment positions in the two missions.
