There's no moral system in this game, so you can tax people as much as you want. It just affects your Fame slightly, which you can build back up with ease. You do want to get your fame up relatively quickly so you get more actions per turn, but sometimes you do just need 5000 supplies to actually attack the enemy.

There's also no real downside to executing people either.
