My favorite tool to remove seized bolts/nuts is my DeWalt Impact Driver. An impact driver can very quickly loosen a seized bolt with lower risk of stripping or sheering the bolt. And it's fast! They kind of expensive to buy new, but used ones can be found much cheaper. It's a great tool to have when working on old bikes. Or just around the house for driving in screws or bolts and other stuff.
