RC Pilots, the FAA and Ultralights - A Discussion

This video covers the interesting intersection of how the Federal Aviation Administration (FAA) dealt with the regulations regarding ultralight planes in the early 1980s, and quite direct parallels to the FAA's involvement with regulating Unmanned Aircraft Systems (UAS), i.e. RC model aircraft and drones today.

The impetus for this FAA involvement is safety in the National Airspace System and the protection of innocent people (airplane passengers, the public on the ground, etc. The FAA showed amazing ability to take a "hands off" approach with ultralights. One can literally build an ultralight and fly it will no age limit, no training, no testing and no medical.

The FAA covers all ultralight regulations in Part 103 of their regulations. Remarkably, Part 103 regs are just four pages long, that's it.

The FAA is taking a somewhat similar approach to regulation of UAS aircraft. They are relying a lot on community based organizations and will listen to other groups on the best way ahead for subject like Remote ID.

Just as industry partnered with the FAA in the 1980s to craft the Part 103 regulations, the same approach is being taken today with RC models. The Academy of Model Aeronautics (AMA) is the lead organization for discussions with the FAA on future regulation of the RC model hobby and sport. As these challenging discussions move forward, I'd say the AMA is a great initial area to check on for any future developments.

Keep in mind recreational RC pilots can take their TRUST (The Recreational UAS Safety Test) on the AMA website. TRUST test is free, correctable to 100% and takes around 30 minutes.
