Preparing for Europe’s Digital Future: Countries transitioning from copper to high-capacity networks  @DigitalEU

This video examines the transition from copper networks to high-capacity digital infrastructure in some countries across Europe. As legacy copper networks reach their limits, countries are taking different routes towards more resilient connectivity and the EU’s 2030 digital targets.
Spain completed its copper switch-off in 2025 following more than a decade of fibre migration. The country has achieved more than 95% fibre coverage, while Telefónica closed over 8,500 copper exchanges. In Italy, there is no mandatory nationwide copper switch-off. Progress has focused on decommissioning parts of the network up to the street cabinet. Norway has fully switched off its legacy copper network, with 96.3% fibre coverage and access to speeds above 1 Gbps. Reaching the remaining rural and sparsely populated areas requires a combination of fibre and fixed wireless solutions. Luxembourg began its phased copper switch-off in March 2024, with new batches of addresses migrated each year. Key challenges include upgrading in-house cabling in older buildings and encouraging uptake where costs remain a barrier. To help address affordability, Luxembourg introduced a connectivity voucher scheme for low-income households.
Different national approaches, one shared direction: building resilient, high-capacity networks for Europe’s digital future while ensuring that no one is left behind.
