Precut is my free, open-source utility for creating media files from edits in an Adobe Premiere file without transcoding or recompression. Precut works with other NLEs as well - it only requires that your NLE support exporting to a FCP7 XML file (Final Cut Pro 7). Precut runs on Windows, OSX, and Linux.
