Body cam Video of Police Standoff After Man Runs On E Bike. On December 15th, 2023, at approximately 2355 hours, an officer was patrolling the area of 8800 20th Street. While on patrol, the officer observed a male on an E-bike traveling eastbound in the middle lane without front lights. Upon noticing the officer, the male quickly crossed the street towards the Vero Inn and Suites. The officer proceeded north on 87th Court, intending to reach 87th Avenue, which led to the Red Roof Inn, situated across from the Vero Inn and Suites.
Upon arriving at the back parking lot of the Red Roof Inn, the officer observed the male riding his bike into the parking lot. Once the male saw the officer, he began moving toward the east side of the hotel. In response, the officer approached from the front of the hotel. As the officer neared the east side, the male was seen heading towards the officer. The officer activated the patrol lights in an attempt to stop the male, but he quickly turned the bike away and continued to flee. The officer then activated the sirens, but the male continued to evade, fleeing down a hallway on the east side of the hotel.
The officer turned the patrol car around to pursue the male toward the hallway. Upon arriving near the hallway, the officer observed the male partially stepping outside of his room while hiding his left hand. The officer exited the patrol car, asked the male what he was doing, and commanded him to show his hands. The male argued, stating, "I don't have to show you anything," while repeatedly stepping in and out of the room, keeping his left hand or sometimes both hands hidden.
Despite the officer and another deputy, identified as Deputy Bologna, issuing commands for the male to step out with his hands up, the male continued to ignore instructions. After a few minutes inside the room, the male eventually stepped out with his hands raised and complied with the commands issued by the officers on scene, including AG Unit Macconnell and Sgt. Fricke. The male was then placed in handcuffs.
After being read his Miranda Rights, the male acknowledged understanding them and agreed to speak. He admitted to seeing the officer on 20th Street and explained that he was on his way to meet his cousin at the Vero Inn and Suites. He also confirmed that he had seen the officer at the back of the hotel but claimed he was attempting to avoid water. The male further stated that he did not want to stop because he wanted to go home and explained that he kept stepping in and out of his room because the officer had not informed him of what was happening.
As a result of the incident, the male, later identified, was arrested for fleeing and eluding with lights and sirens activated, as well as resisting a law enforcement officer without violence. He was placed into the patrol car and transported to the Indian River County Jail.
This incident was captured on the officer’s agency-issued Axon body camera.
