Police Arrest Impaired Boating Instructor While Teaching  @DonnyRapture

Body Cam Video Of Police Arresting Impaired Boating Instructor While Teaching - On June 22, 2024, at approximately 5:20 PM, two officers from the Florida Fish and Wildlife Conservation Commission (FWC) were on water patrol in the Dora Canal of Lake County, Florida. While patrolling, they observed a blue pontoon vessel with Florida registration ****** entering the canal from Lake Dora near the train tracks bridge at the southernmost point of the Dora Canal.
The vessel's operator was navigating directly toward one of the concrete pillars of the bridge without making any visible attempts to adjust speed or steering to avoid a collision. Standing beside the operator was the vessel's owner, who was seen making animated gestures, pointing, and leaning over the helm while yelling instructions for engine and steering inputs.
After nearly colliding with the bridge pillar, the vessel swung wide to avoid the impact, coming close to the officers' patrol boat. The owner continued to provide instructions both verbally and physically by pointing. Upon reaching the Wells Avenue Bridge, officers initiated a stop for a vessel safety inspection, activating their blue lights. Despite the stop, the owner continued to direct the operator before eventually taking control of the vessel, grabbing the wheel and throttle to dock it against the seawall.
During the stop, the officers conducted a boating safety inspection and observed signs of intoxication in the vessel’s owner, including red, glossy eyes, slurred speech, and the smell of alcohol on his breath. The owner admitted that the operator had no prior experience docking the boat, stating, “I am teaching him how to operate.”
Officers requested that the owner perform field sobriety tasks, but he repeatedly asserted that he was only teaching the operator. The officers explained that he was effectively "in command of the vessel" due to his constant guidance and physical control of the steering and throttle. The owner eventually acknowledged this, stating, “I know, you're right.”
The officers further asked if he had consumed any alcohol that day, to which he admitted, while multiple beers and mixed alcoholic drinks were observed on the deck. Despite being given the opportunity to perform field sobriety tasks, the owner declined, leading officers to determine his impairment based on observed behavior, including unsteady footing, slurred speech, and difficulty understanding instructions.
The owner was then arrested for boating under the influence and transported by patrol vessel to Wooton Park Boat Ramp. At the ramp, implied consent was read, and the owner was offered a breath test, which he refused. He was subsequently taken to the Lake County Jail without incident.
